Widerstands einiger Länder - darunter auch
Thüringens - gegen die Ausländer-Maut ist diese in
Deutschland nun beschlossene Sache. Dass sie kommt,
ist - zum Glück - alles andere als sicher. Denn die
EU-Kommission hat schon mehrfach signalisiert, sie
sei bei der Infrastrukturfinanzierung zwar dafür,
dass die Nutzer zahlen, aber nicht dafür, dass nur
die Ausländer zahlen. Hier versprechen die nächsten
Wochen spannend zu werden. Möglich ist auch, dass am
Ende - natürlich erst nach der nächsten
Bundestagswahl - eine Maut für alle steht. Nach
Präsentation des Berichts der sog.
Fratzscher-Kommission im April ist klar geworden,
dass die Ausländer-Maut nur die Aufwärmübung war.
Bereits jetzt wird intern mit den Ländern über die
Gründung einer Infrastrukturgesellschaft für die
Autobahnen verhandelt. Die wird dann vermutlich im
großen Stil für Anleger, insbesondere die
"notleidende" Versicherungswirtschaft, geöffnet
werden. Und die Einnahmen aus der Pkw-Maut sind
dafür natürlich sehr willkommen…. Zudem wurden mal
eben zehn weitere PPP-Projekte auf den Weg gebracht
- mit einem Umfang von insgesamt 14 Milliarden Euro
- bei denen sich ebenfalls private Anleger
beteiligen können. Erstmals geschah dies kürzlich
beim Ausbau der A7. Der zweite "große Brocken" ist
der Bundesverkehrswegeplan, dessen Entwurf angeblich
noch im Sommer vorliegen soll und für den es dann
erstmals eine umfangreiche
Öffentlichkeitsbeteiligung geben wird. Im Bundestag
wird das Hauen und Stechen über die einzelnen
Projekte dann aber erst nächstes Jahr erfolgen. Bei
der Bahn steht gerade der GDL-Streik im absoluten
Mittelpunkt der öffentlichen Aufmerksamkeit.
Weitgehend unterhalb der Aufmerksamkeitsschwelle
vollzieht sich aber Interessantes: Die Bahn hat eine
Offensive für den Fernverkehr bis 2030 angekündigt,
mit der Fahrgäste (zurück)gewonnen werden sollen.
Und auch die Länder gehen in die Offensive und
arbeiten an einer gesetzlichen Grundlage für den
Bahn-Fernverkehr.<o:p></o:p></span></p>

ist, dass sie an der SPD nicht gescheitert ist, die
zur Rechtfertigung den Koalitionsvertrag heranzieht.
Auch der Bundesrat hat am 8. Mai nicht mehrheitlich

EU-rechtswidrig ist, eine Entscheidung über die

Öffentlichkeitsbeteiligung. Das angekündigte
Internetportal mit Informationen zu allen Projekten
ist noch nicht online. Unklar ist ebenfalls, ob
darin die vorgeschlagenen Alternativen mit enthalten
sind, nur damit ist aber eine echte, umfassende

ein wenig ausgeweítet. Zunächst auf weitere 1.000 km
autobahnähnlicher Abschnitte von Bundesstraßen, dann
auf Lkw mit 7,5 bis 12 Tonnen. Dies bringt
zusätzliche jährliche Mehreinnahmen von Netto etwa
350 Mio. Euro. Die eigentliche Bewährungsprobe ist
die geplante Ausweitung der Lkw-Maut auf alle
Bundesstraßen, hier geht es um jährlich zusätzlich 2
Milliarden Euro! Weil Minister Dobrindt aber die
"Verstaatlichung" von Toll Collect scheute wie der
Teufel das Weihwasser, wurde der Vertrag verlängert.
