Gerichtshof (EuGH) hat heute die Europäische Bürgerinitiative
(EBI) Stop TTIP
für zulässig erklärt. Damit widerspricht der EuGH der Position
der Europäischen
Kommission, die sich 2014 geweigert hatte, Stop TTIP offiziell
anzuerkennen und
bestätigt die Position des Stop TTIP-Bürgerausschusses, der
gegen die
Kommissionsentscheidung geklagt hatte. „Das Urteil stärkt die
EBI als
Instrument der partizipativen Demokratie und ist eine
schallende Ohrfeige für
die EU-Kommission“, sagt Michael Efler, Mitglied im Stop
TTIP-Bürgerausschuss
und Vorstandsmitglied von Mehr Demokratie. <o:p></o:p></span></p>

dass EBIs auch darauf zielen dürfen, einen Rechtsakt zu
verhindern und dass sie
sich auch zu laufenden Verhandlungen und nicht nur zu
abgeschlossenen internationalen
Verträgen äußern dürfen“, erläutert Efler. „Damit hat der EuGH
die Strategie
der Kommission durchkreuzt, die Bürgerinnen und Bürger bei der
Entwicklung
internationaler Verträge völlig außen vor zu halten.“<o:p></o:p></span></p>

sei erfreulich, dass das Urteil ein positives Signal für
weitere EBIs aussende,
ergänzt Efler. Für die EBI Stop TTIP komme die Entscheidung
allerdings viel zu
spät. „Die Initiative hat zwei Jahre auf die Entscheidung
gewartet. Inzwischen
wurde CETA vom Rat der Europäischen Union und vom Parlament
ratifiziert – die
Bedenken von 3,3 Millionen EU-Bürgern wurden damit de facto
übergangen.”<o:p></o:p></span></p>
<p class="MsoNormal" style="text-align:justify"><span
style="font-family:"Times New Roman",serif">“Es
braucht dringend eine klare und kurze Frist, in der der EuGH
über eine abgelehnte
EBI zu entscheiden hat”, erklärt Efler. Die Gelegenheit zu
dieser und weiteren Neuregelungen
könnte sich schon bald bieten. Der Vize-Präsident der
EU-Kommission Frans
Timmermans hat im April angekündigt, die EBI zu einem
bürgerfreundlichen und
lebendigen Instrument umzugestalten und dafür eine öffentliche
Konsultation in
Aussicht gestellt. „Die EU-Kommission hat jetzt die Chance zu
beweisen, dass sie
den Bürgereinfluss auf EU-Ebene tatsächlich stärken will
anstatt weiterhin
unbequemen Initiativen Steine in den Weg zu legen.” <o:p></o:p></span></p>
