Vor diesem Hintergrund verlangen die beiden Partnerorganisationen eine grundlegende Reform der EBI. In ihrer Stellungnahme fordern die Verbände unter anderem, dass bürokratische Hürden gesenkt und Eintragungsbedingungen vereinfacht werden. Wenn die EU-Kommission eine EBI übernimmt, soll binnen Jahresfrist von ihr auch ein Gesetzesentwurf dazu vorgelegt werden. Weiterhin müsse es möglich sein, mit einer EBI eine Änderung der EU-Verträge zu verlangen.<o:p></o:p></span></p><p class=MsoNormal><span lang=DE style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span lang=DE style='font-size:11.0pt'>„Die EBI ist das einzige Beteiligungsinstrument, das den Bürgern in der EU zur Verfügung steht. Es wurde anfangs begrüßt, aber nach den Erfahrungen der vergangenen fünf Jahre hat sich Enttäuschung breit gemacht”, so Ralf-Uwe Beck, Bundesvorstandssprecher von Mehr Demokratie e.V.. „Der Überarbeitungsbedarf liegt auf der Hand.
