Herausgegeben wird das Handbuch von den Vereinen Umweltinstitut München, BürgerBegehren Klimaschutz und Mehr Demokratie.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>Auf 128 Seiten liefern die Herausgeber eine Anleitung für erfolgreiche Bürgerbegehren und animieren zum Nachmachen. Auf<span class=apple-converted-space> </span><a href="http://www.klimawende.org/">http://www.klimawende.org/</a><span class=apple-converted-space> </span>können Interessierte auf einer Karte einsehen, wo es Klima-Bürgerbegehren gibt und herausfinden, in welchen Städten es sich lohnt mit den Mitteln der direkten Demokratie selbst aktiv zu werden.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>Unterstützt werden die drei Herausgeber von einem breiten Bündnis aus Umweltverbänden, darunter Greenpeace, der Bund für Umwelt und Naturschutz Deutschland (BUND), die Naturfreunde Deutschlands und der Allgemeine Deutsche Fahrrad Club ADFC.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>„Statt die kommenden Generationen vor der Klimakrise zu bewahren macht die Bundesregierung lieber der Kohlelobby und der Automobilindustrie Geschenke“, erklärt Franziska Buch, Referentin für Energie und Klima beim Umweltinstitut München. „Deshalb werden immer mehr Menschen auf lokaler Ebene aktiv. Ob es darum geht, Fahrradwege auszubauen, ein kommunales Stadtwerk zu gründen oder ein lokales Kohlekraftwerk abzuschalten – mehr Klimaschutz ist in jeder Gemeinde möglich.“<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>„Auf Bundesebene findet echter Klimaschutz seit Jahren nicht mehr statt“, ergänzt Eric Häublein von BürgerBegehren Klimaschutz. „Auch die Beschlüsse der Kohlekommission sind weder verbindlich noch ausreichend. Gerade deswegen braucht es jetzt Druck aus der Bevölkerung. Erfolgreiche Bürgerbegehren für mehr Klimaschutz wie in München, Berlin oder Hamburg lassen sich in vielen Gemeinden und Städten wiederholen – wenn klar ist, wo wir die Hebel der direkten Demokratie ansetzen können.“<span class=apple-converted-space> </span><o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>„Die Bevölkerung geht Themen an, vor denen sich die Politik wegduckt“, sagt Susanne Socher von Mehr Demokratie. „Das Handbuch zeigt Wege auf, wie drängenden Zukunftsfragen von den Bürgerinnen und Bürgern selbst in die Hand genommen werden können“, so Socher weiter. Der Weg sei dabei oftmals schon das Ziel. Durch den Start eines Bürger- oder Volksbegehrens würde eine Debatte in Gang gesetzt und die Kommunalpolitik müsse sich mit den Anliegen der Bürgerinnen und Bürger befassen. Außerdem besäße ein erfolgreicher Bürgerentscheid die Verbindlichkeit eines Gemeinde- oder Stadtratsbeschlusses. Durch Volksbegehren könne auf Landesebene Gesetzesentwürfe zur Abstimmung gebracht werden.<span class=apple-converted-space> </span><o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"-webkit-standard",serif;color:black'>Das Handbuch „Klimawende von unten“ stellt erstmals dar, in welchen Städten der lokale Kohleausstieg durch direkte Demokratie möglich ist. Außerdem erläutern die Herausgeber detailliert, wie Bürgerbegehren zu einer demokratischen, ökologischen und sozialen Energieversorgung und zum Ausbau der Fahrradinfrastruktur in den Kommunen führen können. Die Anleitungen stützen sich auf zahlreiche erfolgreiche Beispiele, unter anderem in München, Hamburg und Berlin.
