<html><head><meta http-equiv="Content-Type" content="text/html; charset=utf-8"></head><body style="word-wrap: break-word; -webkit-nbsp-mode: space; line-break: after-white-space;" class=""><div class="">Mehr Demokratie e.V.</div><div class="">Landesverband NRW</div><div class="">Pressemitteilung 27/2019</div><div class="">07.10.19</div><div class=""><br class=""></div><div class="">Bürgerentscheid in Mülheim: Deutliche Mehrheit stimmt für MüGa-Standort</div><div class=""><br class=""></div><div class="">Bei einem Bürgerentscheid in Mülheim haben sich die Abstimmenden gestern mehrheitlich für den Standort der Volkshochschule auf dem MüGa-Gelände ausgesprochen. 66 Prozent stimmten dafür und 34 Prozent dagegen, dass VHS-Grundstück und -Gebäude in der MüGa städtisches Eigentum bleiben und der VHS-Betrieb dort fortgesetzt wird. Die Abstimmungsbeteiligung betrug 20,84 Prozent. </div><div class=""><br class=""></div><div class="">Vorangegangen war dem Bürgerentscheid eine Auseinandersetzung zwischen Initiative und Verwaltung vor dem Verwaltungsgericht Mülheim. Am 13. Juli 2018 wurden von den Initiatoren 10.573 Unterschriften bei der Stadt eingereicht, womit die Hürde des Unterschriftenquorums genommen wurde. Ende August 2018 hatte der Stadtrat das Begehren jedoch für unzulässig erklärt, weil die bei Begehren gegen Ratsbeschlüsse gültige Sammlungsfrist überschritten worden sei. Die Bürgerinitiative „Erhalt der VHS in der MüGa“ legte gegen den Unzulässigkeitsbeschluss Klage beim Oberverwaltungsgericht in Düsseldorf ein. </div><div class=""><br class=""></div><div class="">Die Verhandlung endete mit einem Vergleich. In diesem wurde das Bürgerbegehren für zulässig erklärt und sich auf die Erstellung eines Gutachtens zur Findung des wirtschaftlichsten Standortes für die VHS in Mülheim geeinigt. Der Bürgerentscheid könnte dann spätestens am 31. Oktober 2019 stattfinden. Im Juli 2019 stimmte der Stadtrat dann inhaltlich gegen das Bürgerbegehren und legte den Termin für den Bürgerentscheid auf den 6. Oktober 2019. Der Bürgerentscheid ist der 10 Bürger- bzw. Ratsbürgerentscheid in NRW im Jahr 2019 und insgesamt der 261 seit der Einführung kommunaler Bürgerbegehren 1994 in NRW.</div><div class=""><br class=""></div><div class="">
